feat: 가맹몰 상세 관리를 관리자관리 아래로 옮긴다 
사이드바와 브레드크럼만 옮긴다. URL은 /system/merchant-details 그대로다 — 형제인
가맹점 관리도 사이드바는 관리자관리, 경로는 /system/merchants라 같은 규칙을 따른다.
